It's not enough that John Reid won't pass a smoking ban--he's now said that local councils can't either.

I'm thinking of a new tactic: People can smoke, but only if they pay everyone else's dry-cleaning bills.

Also had to hoot at the new 'ban' on smoking on NHS grounds: bereaved relatives and the mentally ill are exempt! I'm sorry, but grief keeps people from going outside for a cigarette?
